Brian Cullen is the President & CEO of VICO Infrastructure Company, a firm specializing in advisory, investment, and management of sustainable infrastructure. VICO helps clients achieve their sustainability goals, manage risk, and maximize financial outcomes, helping ensure continued access to clean water and renewable energy. Brian co-founded VICO in 2018 to leverage his experience, his industry relationships, and innovative approaches to sustainable infrastructure developed over his extensive career.

Prior to co-founding VICO, Brian was President, Co-Owner and Board Member of PERC Water Corporation for 17 years. He was instrumental in completing over 20 mid-sized water infrastructure projects valued in the hundreds of millions of dollars. Most notably, Brian led the first water recycling public-private partnership in the US.

Before joining PERC Water, Brian was Vice President, CFO, and Board member of TRC Alton Geoscience, Inc., an environmental and engineering consulting firm that specializes in the assessment and remediation of contaminated properties, principally for major oil companies.

Born and raised in Dublin, Ireland, Brian was educated at Griffith College, Dublin, and the University of West London with an emphasis on economics, quantitative methods, and accountancy. He is a Certified Management Accountant (CMA) through the Institute of Management Accountants in the United States.
