Kevin F. O’Toole
Kevin F. O’Toole is the Executive Director of the Pennsylvania Gaming Control Board with a long history of regulating casinos. Throughout his career, he has been committed to crafting strict but fair regulations that ensure revenue, prevent crime, protect the public, and address compulsive gambling problems.
He currently oversees 335 employees who regulate 17 land-based casinos as well as 18 online gaming operators and 14 sports betting operators generating over $5.2 billion in gross gaming revenue during 2022. Prior to joining the Pennsylvania Gaming Control Board, he was the Executive Director of the Oneida Indian Nation Gaming Commission. He began his career as a Deputy Attorney General for the New Jersey Division of Gaming Enforcement.
His paternal great-grandfather’s family, the Dillons, emigrated to the United States from Adrigole, Cork, and settled in Connecticut, where they established successful careers in public service and the clergy. The O’Toole branch of the family also emigrated from Ireland and settled in Patterson and Clifton, NJ. He celebrates his Irish heritage with great pride.
